
The National Commission for Civic Education (NCCE) has organized a public education programme in Juaben under the theme “Strengthening the Rule of Law and the Fight Against Corruption in Ghana.” On Thursday 26, February 2026.

The programme featured the Right to Information (RTI) Officer at the Juaben Municipal Assembly, Prince Agyei-Mensah, who educated participants on the provisions of the Right to Information Act, 2019 (Act 989).

In a presentation, Mr. Agyei-Mensah explained that access to information is a constitutional right that enables citizens to demand transparency and accountability from public institutions. He emphasized that the RTI Act serves as a powerful tool in strengthening the rule of law and reducing corruption in governance.

He outlined the procedures for applying for information, the timelines for response, and circumstances under which information may be exempted under the law. He assured participants that public institutions are mandated to respond to RTI requests within the stipulated period.

The interactive session allowed participants to ask the following questions,
• Whether individuals are required to give reasons when requesting information.
• What steps to take if an institution refuses to release information.
• Whether private organizations that receive public funds are also covered under
RTI Act
• The cost involved in filing an RTI request.
• The time frame within which an applicant should expect a response.

In response, Mr. Agyei-Mensah clarified that applicants are not required to provide reasons for requesting information. He explained that if information is wrongfully denied, the applicant can apply for an internal review and, if necessary, appeal to the RTI Commission. He also noted that while the application itself is generally free, applicants may be required to pay a minimal fee to cover the cost of reproduction or printing.

Participants commended the NCCE for organizing the programme, describing it as timely and enlightening. They expressed confidence that the knowledge gained would help them actively participate in governance and promote accountability in their communities.
